They say that so more people will answer. It's advertisement thing.

That's a very good question! And in my experience, when a poster offers 10 points for a best answer, s/he almost always lets it go to a vote. I don't know if it's code word for "I'm a jerk" (present company excluded), or if people are trying to use it for a bribe. I would think, "Give me a good answer and I'll give you a cookie" would be just as accurate and possibly more effective. (Although, on the internet "giving someone a cookie" isn't really a good thing.) Perhaps the poster feels really benevolent being able to grant 10 points to someone. I do agree, it's just dumb.

really!! i don't understand why people say they will give 10 points to an answer that they like, and then the question goes into VOTING!!

haha yeah that's true but sometimes the person who asked never picks a best answer so when they tell you '10 pts for best answer' you know their not gonna wait for the voters to decide, that's why i don't usually answer people with no avatars because that tells me their new to Y!A and that their not gonna pick a best answer, lol =)

Would you rather eat a cheeseburger or a DELICIOUS cheeseburger?

It's an advertising strategy.
