Buy a gravel siphon and use it to clean the gravel and keep cleaning until you take out about 25% then add the dechlorinated water into the tank again. Simple.
Keep doing this every week for new tanks, every 2 weeks for mature tanks if the fish is sensitive or scaleless.

You should do a partial water change every month or so (depending on the size of your tank, number of fish, and filter types).
You should not change out more then 1/3 of water at a time, if you do- it will cause stress on the fish. You should also add an anti-stress solution whenever you do a water change.

do a 25% water change every week even if the water doesnt look dirty but buy a gravel vac with the self starter or use some buckets to pull out water

go buy a python from wal mart or petco some place like that there easy to use cheap and make water changes simple.

use a large container, scoop out some water and replace with new clean water.
the new water will mix with the original water and it'll look much much cleaner.
make sure the water is room temperature, free of chemicals, suitable for fish, etc though

just scoop out 20% of the water, and add the same amount of water to the tank. If there's algea get an algea scrubber from wal-mart.
