What an odd idea.....! I think it's so unrealistic it's not even worth considering, not even hypothetically! As you say, they haven't even made the child trade illegal, so it's not even worth considering the dog business....
I like the idea of illegal dog trade = less breeding, but I really think it's a tad more complex than that and that's why answerers here have been a bit in a state of disbelief! There are lots of ideas here as to why it wouldn't work.
Dogs would still be bred - and morons could get them for free. Think of the results of that one....
Just had to answer, as it was so heated ;-)

how do you think this is a good idea do you think that it would be as if applying the laws for humans to dogs?? no it wouldnt be good because if the dog gets sick thenthe person who has him might not be able to help them due to low income and we sell them to give them good homes so what if someone makes a quick buck out of it isnt it better for the dog to be in a safe loving home wear his well taken care of?? yes sometimes this doesnt happen but the dogs they use in pit fights werent paid for in adoption or somewhere where they check to see if youre home is big enogh if you can afford it , they dont give shots theyre probably giving them away to what they hope will be a good home they dont give papers for the dog they do nothing the people who take the dog most likely wont take him to the vet wont feed him stuff thats good for himand dog will not grow up healthy
so after reading all of that you still think that we should give dogs off to anyone or let them be picked up anywhere ??

I don't agree.
It wouldn't stop those who are breeding just because the puppies would be cute.
If people didn't have to shell out any cash, it would make it even more likely that people would get a dog on a whim.
It would make ethical breeding prohibitively expensive - leaving only the backyard breeders free to continue.
It's great that people are trying to think of ways of reducing the problem of poor breeding practice, but I think it would be counterproductive.

I completely disagree with you! It's not the majority of breeders who are to blame for the over abundance of animals, it's the irresponsible pet owners!
Imagine THIS! That animals weren't FREE! Imagine you had to PAY for it to get it to your house. Right there would eliminate a lot of people who aren't willing to take care of their animals. IMAGINE THIS: It was illegal to own an unspayed dog or cat without a license!
See, I breed Abyssinian cats. My cattery is registered. I have a biology degree and I understand genetics. I have a lifetime health guarantee on my cats against genetic diseases. I don't inbreed or linebreed my cats! I will take back a cat which I have sold if the owner is no longer able/doesn't want to keep it. My females have no more than 1 litter every 18 months to 2 years. My cats sell for between $1,200.00 and $3,000.00 each. I pay $1,000.00 a year to register my cattery with the county ordinance. My house can be inspected at any time. I also pay to register my cattery with the organizations with which I show, CFA and TICA, and I pay to register my cats. I do not sell 'show quality cats' to just anyone. I do not want my cats to live their lives in cages. Most of the cats I sell are 'pet quality' and they are neutered before they leave my house, preventing them from ever contributing to the pet overpopulation. I am picky about to whom I will sell a cat. I call their vet prior to selling them a cat, and I send their vet a copy of my contract for sales. I find out from the potential owner if they have other pets -and then I ask the vet if they take their pets to visit him. Frequently, the vet won't answer all my questions, but frequently, they will! In 19 years of breeding Abyssinians, I have had two come back to me. One was 6 years old, and his owner was killed in a car wreck. The other was 11 years old, and her owner went into a nursing home.
HOWEVER, my next door neighbors do not have a 'kennel'. BUT, they have 4 dogs (I only have 4 cats.) Their dogs are not neutered and they are 'mutts'. They breed repeatedly......and they take all their puppies to the animal shelter where they get gassed in only THREE DAYS!
NOW, what do you think is criminal? Selling a purebred cat to a qualified home? Or, not really being a breeder? Where I live, there are strict regulations for ME and none for my neighbor! I think their should be strict regulations for me.......and I think there should be fines for those who do not neuter their animals and do not keep them at home safe! I can GUARANTEE YOU THAT EVERY CAT I HAVE BRED IN 19 years (which totals 62 cats by the way) is:
1.) Still alive
2.) Lives indoors
3.) Is loved
In my world, no dog or cat would be FREE. Ownership would be a priviledge! Cat and dog ownership isn't cheap, and the purchase price is miniscule compared to vet care for the life of the pet. If you can't afford $1,200.00, then you don't need to own a cat that needs a dental cleaning once or twice a year at $350.00 each time, plus vaccinations and emergency care. What do you think of THAT?
(By the way, my first Abyssinian cat just died at 18 1/2 years old.)

I disagree with you.. I think that they should be selling dogs cause if they just gave them out for free then anyone would be able to own a dog, which of course means people who dont earn much and can lead to poor maintainence of dogs leading them to starve. It can also mean malnutrition and a bad home for the poor thing. Also theres nothing wrong in my oppinion with selling dogs, your just making money in a non harmful way. Better than selling drugs if you ask me.

You're kidding, right? That is absolutely ridiculous.. You mention illegal child trade, to quickly brush it off and make this whole silly speech about selling dogs? Who cares?? As long as their going to a good home, then so what? Get your priorities straight and worry more about the poor innocent children being sold and/or traded and often being sent to some horrible place to do God only knows what!! Your whole comment makes me question your sanity. WOW, some people.. nuuuuttsss!!!
