Have been thinking of this and have to add. Actually I deleted my first answer. These either-of questions seem to leave things outside, strategies that would be practical. I tried to elaborate on my thoughts on the metaphor of a way.
If you want to travel then that is your will. But the road goes where it goes, and you just follow. You might focus on your will but gently the way leads you there.
Sometimes you know the road is not going straight to where you want to go. Still, you have no other option than to follow the way.
Unless you feel the need to go to the wilderness and make your own way. And here the question gets interesting. There you are in the middle of pathless mountains, marshlands, woods and deserts of any kind. And in purpose to get somewhere you are supposed to make a way, a totally new way that does not exist. There is a will but no way. Will you become crazy? Or will you finally find a way - an existing one - and start following it.
Will you make a way - will a way? In that case you will focus on the process, I think. In this case getting somewhere can't be so important. The way is brand new and you will have to create it. It is possible you will never get out of the wilderness. If you are left stuck there does that mean there is no way, or that there is a way only nobody else is there to witness it?

Has a hard time seen the concept WAY as been an entity with a WILL.
The WAY is a mythology right? That said the WAY defiantly has more say in the matter then us. We just do the best with what we are given, and the WAY is what is giving it to us right? In this day and age it is more about the evolution of ideas then genes. And the improved WAY will be whittled from the impoverished WAY.
As the standard methods of doing things improve we adapted or expire.

Both. Your will leads you where you want to go with a limited possibilities due to what kind of environment you are in at any given point. Example; My will is that I have the power to fly and that I can bone Jessica Simpson everynight before I go to bed. My current environment restricts me in both those areas. But because of those restrictions my will becomes that I can legally travel by way of car (which I do), and that I take what I can get as well as what I am willing to accept as far as play from girls goes (which I do).
Your will is what you desire. The way is your environment and things that are outside of your control.
Personally, I also believe the third and most important factor to put into this equation that we call "life" is God's will, and/or God's desire for us as individuals and for us as humanity in whole.

the Way Always Wills You, not matter what, the set and end points of existence are the same, your will may change as your mind changes, but the way will always catch up in the end. fate is the way, not matter what you want to do

my heart decides the perception of this at any given chance for awareness.....so far the two are flowie and just the way they should be......it is a dance....the way lifts me up when I rest in it and I rush the horizon when my heels are on fire with the inspiration of creative meditations.

The way, by definition, opens to meet you but you can only proceed in the manner you are capable of. So then you must will this.

My will has an ebb and flow, depending upon circumstances. I will the way during crises. I let the way will me when situations might potentially carry me to unknown inspirations.
