im on my laptop and im in a house with no wi fi connection. but for some reason i get a low to very low signal in parts of the house. im connected to NETGEAR. is that someone elses internet?

Yes. That is someone else's router, a Netgear router. Since they didn't bother to change the name of the network, they obviously didn't put a password on it, either.

Yup, it's someone's unsecured access point or wireless router. If you can figure out who it is, it would be a nice gesture to let them know their wireless is wide open and can be accessed by anyone in the vicinity.
