the 0% financing is available on the Detroit 3 (Chrysler/Ford/GM) and on Toyotas and Volkswagen.
For the Detroit 3 and Toyota, the choice is either/or--either you take a rebate (or apply the rebate to the purchase price as part of the down payment) or you take the financing. There is always the caveat that the financing is for "qualified buyers" which excludes a good portion of the prospective buyers. You need to calculate the final cost to you both using the rebate and the lowest available financing that you can get versus the final cost of the vehicle at 0%. Everything is a variable--no finance income generally equals a higher transaction price that is equal in payments to a lower priced car financed at a higher rate.
With Volkswagen, its the finance only. there is no offsetting rebate offered.
All except Cadillac, Hummer and Saab have a range of 0% to ... which means that most deals will be financed at a percentage above 0%
in the end, 0% is an incentive as are rebates, and sales incentives that are paid directly to the dealer. You need to look at everything in combination to get the deal that is best for you.
