both test are were neg but im having symptoms of being pregnent. lets just say i really am pregnent then why are the test says neg.?

Your urine may be a little watered down, making it hard to read the pregnancy hormone. Don't drink too much water.

False negatives aren't that uncommon, but are usually a result of testing too soon. Some women never have a positive test, and go on to have healthy pregnancies.
However, there are many things that can cause the symptoms of pregnancy, including PMS, illness, any number of reproductive system diseases, stress, and wishful thinking. Some women actually induce the symptoms in themselves.
The only symptom that really means anything is a positive test.
Wait until after your period is late, and test again. If it's still not positive, go to your doctor in case there's something wrong. I know of one person who had over 60 negative tests, two months late on her period. She had Polycystic Ovarian Syndrome.

If it's still pretty early in the pregnancy your HCG levels may not be high enough to cause the test to produce a positive result. Give it a try again in a week!

I had lots of pregnancy symptoms when I had a cyst on my ovary. I even looked like I was showing and I had a dark line down my stomach.

it can be a false negative or it is an eptopic pregnancy(pregnancy in the fallopian tubes). I would schedule a doctors appt to check
