Hm-mm
I cannot see Gore preventing 9/11 so he would have had to deal with the fall out of that.
All of Gore's initiatives would have been sidetracked
I still think Gore would have liberated Afghanistan from the Taliban
There would be a war in the middle east still , just different than this one. Saddam Hussein would have been very emboldened by 9/11 and by Iran selecting Ahmadinejad. perhaps they would have restarted the war between themselves, perhaps they would have attacked Israel along with Lebanon.
So Gore would have been sending in troops to Israel to clean out the Iranians/Iraqis/Lebanese
or
Al qudia would have made a successful attack on the US again because there would have been no Patriot Act to gather intelligence and thwart it
So Gore would have went into the 2004 campaign with a disaster in the Middle East and another (or 3) terrorist attacks in the USA
So McCain would have won in 2004
There would have been an air campaign exclusively for Iraq/Iran, like Kosovo
So much of the US economy runs on housing that this cooling we see now would happen no matter who is president - so that would be the same as it is now
all in all, the same as today

There would obviously be a greater emphasis on solving environmental issues. He would have invaded Afghanistan (if 9/11 had occurred) after diplomatic efforts similar to the ones employed by G Bush, but I doubt if he would have invaded Iraq without a clear UN mandate and pressure from the inspectors like Hans Blic. I can't imagine any other American pres shifting the military focus from chasing Osama in Afghanistan to an invasion of Iraq.

Without a war in Iraq to drain the US resources, Gore would have concentrated more on domestic issues, battling a Rep congress, using the surplus that Clinton left to fund social security, medicare, raising the min wage, tackling the health care crisis.

An interesting sidelight would be the battle, perhaps, waged with his VP, Joe Lieberman, who has shown himself, surprisingly, to be a hawk.

Gore's reaction to 9/11would have been automatic: fighter planes in the air immediately with the destruction of highjacked aircraft. I would hope that he would have gone immediately to NYC and the T Towers. Gore would have taken greater care to safeguard civil liberties while stepping up security. Perhaps, because he was a part of the Clinton admin, he would have been more aware of the threat from bin Ladin, since there were warnings from the Clinton security team about a threat from Osama. I would also hope that maybe, after paying greater attention to the Clinton security warnings, he may have acted to forestall 9/11 type tragedy.

As an American in the UK, I would hope that the dollar would not be as weak as it is now because the foreign debt would not be as great.

If Al Gore had been properly sworn in, I do not believe 9/11 would have occurred.

Even if 9/11 had occurred during Al Gore's presidency, there would have been a lot more thought involved before attacking Afghanistan and topplingn its government.

I doubt Iraq would have been attacked.

Thousands of lives would have benefitted from Gore being sworn in as president in 2000.

We would be well on the way to a permanent sustainable political solution to mid east unrest

There would have been no 9/11.
The terrorists are not fools. They knew perfectly well that the man in the white house on 9-11-01 did not have the intellect or the temperament to pursue them.

We would be well on the way to energy independence

You would be paying much less for prescription medications and medical care.

Gas would be about $2.40 a gallon nationwide self service regular.

Habeaus Corpus would still be in effect.

We wouldn't have an additional national police force (homeland security) to fund.

National Guard troops would have been on hand to greatly and rapidly improve the conditions of those suffering from the effects of Katrina.

Corporate profits would be up.

Employment would be at full throttle

Credit markets would not be in melt down mode.

China would have lost its "most favored nation" status.

America would be respected world wide.

The Iraqi war would have never happened. There is a decent chance that the 9/11 attacks might have been thwarted (I'm not saying that this is definite, but I doubt that Gore would have ignored warnings of a major terrorist attack, as did Bush in summer 2001). Bush's tax cuts would never have happened, thereby slowing down a transfer of wealth from the poor and middle class to the rich that began with Ronald Reagan and that became particularly vicious under Bush 43. The U.S. deficit would instead be a surplus or the books would be balanced. The U.S. would have started making real steps toward energy independence, rather than enriching oil companies. There would be no Patriot Act, no Military Commissions Act, no illegal wiretapping of U.S. citizens, and a much less secretive government. America would not have become known as a country that tortures people. If they even heard about it, people would wonder if "waterboarding" was something like "skateboarding." There would not have been a power grab by the Executive Branch as we have seen under Bush/Cheney.

I have to stop. This is very depressing. America was at a crossroads in 2000 and it went down the path that leads to Hell.

Because more people voted for him than for any other president in the history of the United States.

Mexicans would have ceased crossing our borders. (They'd be afraid to enter the Country.)

Islam fascists would be terrorizing private citizens.

More dad's would not learn how to throw a football.

Taxes would be up to an all time high - throwing money at problems instead of trying to fiscally fix them.

Oil reserves would be depleted.

Oil refineries would cease to exist. So would fuel.

The cost of silver would skyrocket.

Nancy Pelosi would have the old Air Force 1 and Gore would have two new ones. Air Force West and Air Force East. That way no matter which way he was going each place would have to fly around the globe to make sure it never flew in the same direction. On the surface one might think this is a cost increase, but due to carbon credits you're way of thinking is no longer effective.

edit: added
(They'd be afraid to enter the Country.)

I can add this in, after 9/11, the terrorist would have kept attacking us because Al Gore doesnt believe in retaliation against our attackers. He would have made speeches and warned of retaliation, but like all liberals, he is just full of speeches and no action.....
the price of gas would be above 10 bucks per gallon, and the truck and suv market would be bankrupt.
He would still be making speeches about global warming, and not doing anything about it.
there would be no first and second ammendment to the constitution, and health care would be in the toilet like cananda's is. He is a supporter of socialized medicine. Which would cause the people wanting to become doctors in this country to change thier minds, because the government tells them how they are to practice medicine.
the deserts and wilderness areas would all be closed to any kind of outdoor activities like hunting, camping and off roading. there would be less rules for convicted felons, but more laws for all of us law abiding citezens. the market rate would fall, because he believes in raising taxes.
the housing market would crash, due to the mass exodus from this country.
there wuld be more government in the everyday lives of all citezens of this country, and there would be an abundance of illegal aliens on welfare, collecting your tax money to work here illegaly.
You would not be allowed to enjoy life as we know it....
Thank God he will never be president.......

It would probably be a lot like it was when Carter was in office; USA humiliated around the globe; odd/even gas days; 19% mortgages; stagflation; 20% unemployment; devalued dollar. Oh, and I seriously doubt that there'd have been a second term.

We would be forced to hug our trees and sing Kumbaya while in angst over global warming, praising the creator of the internet, while NASA launches probes everywhere seeking other places to save. Meanwhile we are forced to do our share for the enviroment and mankind. I mean PAY.
It seems rather bleak to me. But Bush has done us no favors either. Politics is a useless and hopeless waste of energy.
