Its the monitor's self testing screen, just turn off the monitor and it will go away. Some monitors recognize when the computer is off, others don't and run the self test.

Could simply be the monitor screen saver type image for loss of signal. If you unplug monitor cable from video card does it do same ? Is it sround time the PC powers itself off on shutdown ? If so it's nothing to worry about

if its red,blue and green. it only tells you that your monitor is not detecting any video signal from your CPU
