Because the democrats controlled the Senate AND the White house when 95 - 99% of ALL operational elements were put into place. Then for the last bit the republicans did not have enough time to take appropriate action.

Even grade school children can understand that the first year of ANY president's term is serving out the policies and laws and budgeting priorities of the previous administration. It takes a full year to write and pass a budget that a newly sitting president has ANY say in whatsoever.

"targeted' that gives an in-depth analysis of why it happened and how. if you would take the time to watch this, it explains a lot of why our policies failed to stop this and other acts. i no of no one who would claim that channel is basis in anyway, just presents the actual facts historically.

the blame for failure to recognized the terrorist threat is shared by many, also, you can read history and that will tell you a lot. mostly because it is hard for anyone to believe that some people are that evil.

It was well documented that a terrorist took flying lessons here in Minneapolis which began long before George W. Bush took office. Fact is many of them were already being trained several years ago.

Date-wise, that puts them in training during Clinton's term. All things aside though, it's not Bill Clinton who we need to blame either.

The bottom line is we as a Country got complacent and haven't watched our borders for far too long. Frankly it's not a Presidential issue half as much as it's a legislative issue by not controlling our borders.
