Go to the state website where they live. Some have a free search you can do. It won't get everything, but if they're a major scumbag that's been caught, you should find something.
In Michigan it is called OTIS.

For a landlord running a credit check, typically you have them fill out an application for whatever, sign the application stating you are allowed to run their credit, and you also collect an application fee from them. You use the fee to run their credit, and even if their credit is lousy you can still keep the fee.
Now if they were applying for a job I assume the company eats this cost, but if the company can't afford the money for this, then they are in dire straits anyhow.
So, I think you either need to cover the cost yourself or collect an application fee for this. I don't think anyone will run this for you for free.
