If you were to go on a dating website, you could specify that you were only looking for girls with black hair and green eyes...then you could find these girls in any country that you liked!

Any country, pretty much. One of my nieces has black hair and green eyes, and I lived in England for a few years and knew some woman with black hair and green eyes.

Um... all over Eupore, US of A, Canada, and Austrailia.
Asia, South America, Africa, and Antarctica, not quite as many, but some. Lol!!!
Just find a girl whos personality you like then persuade her to get green contacts and die her hair. A lot less hassles that way.
