Your headline is easy to answer - on a macro level yes.
Taking into account he small print I'm unsure as to what you are talking about.
Presumably we, the inhabitants, are the customers and wold be jailed if we don't pay our taxes.
But there are many other interpretations of the question that you pose!

Are you referring to the Government of the United Kingdom? If so many governments can arrest people if they do not pay their taxes, here in the states Al Capone was sent to Alcatraz for not paying his taxes (forget the gang and anti-prohibition activity).

If you refuse to pay your taxes you could be jailed...eventually. I guess HMRC is run like a business now. Is this the sort of thing you mean?
