2003 Toyota Corolla 4cyl/The fan speed button does not bring on the unit through its phases( slow/low/med/high), sometimes.
It appears that the diverter for the vent system face/face-foot etc. when placed in the face position has more likelyhood of the fan working on any speed.
In very hot weather the fan when on high sounds to be surgeing
and not spinning at it's setting properly.

Three things come to mind:

1. The little fan speed knob isn't working properly

2. The fan motor isn't working properly

3. The cabin air filter is plugged to the point where you don't notice any air flow until it is on "High".

I'd start with the cabin air filter. Then, if that does not fix it or look to be the problem, then the fan motor and then the fan switch or knob.

A shop that handles electrical only repairs can have this diagnosesd in an hour or less.
