Neo-Nazism (literally new Nazism) is the ideology of post-World War II political movements seeking to revive Nazism.

The specific policies of neo-Nazi groups differ, but they often include allegiance to Adolf Hitler, anti-Semitism, racism, xenophobia (towards non-whites), nationalism, white supremacy, militarism and homophobia. Neo-Nazis often use the symbols of Nazi Germany, such as the Swastika, Sig Runes, and the red-white-black color scheme. Some groups and individuals who support the ideology openly declare themselves as Nazis or neo-Nazis, but others eschew those terms to avoid social stigma or legal consequences. Some European countries have laws prohibiting the expression of pro-Nazi, racist or anti-Semitic views; thus no significant political party describes itself as neo-Nazi in those countries. Neo-Nazi activity appears to be a global phenomenon, with organized representation in many countries, as well as international networks.

Nazis were around from the 1920s, until the Late 1940s. Neo Nazis are the newest version of Nazis.

It means new.
They are allowed to believe what they want, however sometimes their actions cross over into the illegal realm, and they are prosecuted.

Nazis were a fascist group in the 30s and 40s headed by Hitler. other fascist governments of the time were Spain (franco) and Italy (Mussolini). They modelled government and society on the corporate model. Their battle cry was efficiency.

Neo- nazis are technically racists aka White Supremacists. But Neo-fascists have been labelled neo-Nazis as well.

They see themselves as the chosen, the Social, Economic, and/or Moral elites of the country.

Nazi refers to members of the NSDAP (Nationale Socialiste Democratischer Arbeit Partie in German) or "National Socialist Democratic Workers' Party in English. That was the party which ruled Germany from 1932 to 1945. "Neo" merely means "new". Neo-Nazis are banned in Germany and Austria. In the U.S. and Canada they are permitted because the U.S. has the Bill of Rights and Canada has the Charter of Rights and Freedoms.

The difference between the two is one is old and the other is new. "Neo" means new; they are not actually Nazi's they more so believe in the Nazi ideology, and in this country you are free to believe and follow any doctrine you want. No matter how offensive it could be.

Neo-Nazis believe in Nazi ideals after Nazism fell. As bad as it is to be a Nazi, people are free to choose to do so. So long as they don't commit any crimes, it is freedom of speech.

Nazis were the original Nazis from the original Nazi party (famed for their WW2 crimes against humanity).
Neo-Nazis are folks from this present era who think like the old Nazis (hate with homicidal hatred everyone who does not look like them, act like them, or think like them) and who would like to resurrect the old Nazi party. Generally speaking, they tend to be white supremacists. They claim to be Christians, but are anything but.

Neo in this instance just means new. You asked "why are Neo-Nazis legal?" - because we can not outlaw a persons religious or political beliefs. Many of their actions are illegal.
