My neighbours have always been difficult, and have two jack russell dogs that are continually snarling and growling at our fence. To try and cover the fence and put more distance between us, i have grown jasmine up it. Whilst we were away, they have cut down what has grown over the fence and thrown it back into our garden. I wouldn't have minded so much if they had asked first. I know if it was fruit trees they are supposed to throw it back, but they have never mentioned it before. Does anybody have any ideas on how we stand?

Sorry to note about the incident. That was rude and uncalled for behavior.
In fact, Jasmine grows back too as far as the roots are still there, Jasmine will survive this kind of abuse. I would say that you could have been a little proactive and trimmed it up to the fence height and not let it go past it into their side. You can get one of those criscrossed /meshed stands on which you can let your jasmine creeper go up that way you are not messing with your fence and both you and your neighbors are happy.
I would suggest that you go across to their house and have a decent conversation about this and tell the neighbors that you are looking forward to have a good relationship with them and it would be better if they could co operate and not act in such an irresponsible way

My understanding is that any part that goes on to their property can be cut. I suppose they can throw it into your yard. It sounds like you don't have a good relationship with these neighbors. Otherwise you could talk about these things and work it out. I once had a nasty neighbor who did stuff like this all the time. I decided not to be cooperative about issues he brought up as a result of this. It certainly didn't help us to get along. I eventually moved. I feel sorry for who ever has to be his neighbor.

They have the right to cut back what has grown onto their side of the fence (but a nice neighbor would've asked). However, they do not have the right to throw it back into your yard. It's their trash to throw out. However, you might try to only delicately mention to them to please not throw the vegetative debris in your yard. No matter how delicately you mention it, it will probably be still taken wrong. They threw it in your yard to make you mad and to perhaps get a reaction. You might choose to not give them what they expect.

Kill em with kindness. Tell them 'thank you' for trimming the jasmine.

Oh, and next time grow something with thorns on that fence!! Good luck!

I would from now on keep all your plants/flowers/shrubs trimmed as not to have them on your (nasty) neighbors property. I would also (nicely) let your neighbors know you will trim anything that requires trimming, if they would be so kind as to let you know! Then follow thru, and chalk it up to experience. Sounds like they are not the best people to deal with!
