No (although it IS a failed Presidency).
Rove is leaving because:
1. There are no more elections for George Bush to win.
2. Leaving may take some heat off of Alberto Gonzales.
3. Leaving may make people look more favorably upon George Bush and improve the Republican's chances in '08.
It's all cold, unemotional, political calculation. Don't be fooled by any Crocodile Tears shed by Rove or anyone in the Bush Administration, or any loyal, party-line Republican Senators and Representatives.
And, if you don't know what "Crocodile Tears" are, please look it up.

According to an article I read this morning, Roves departure reaffursm Bush's status as a lame duck president. However, I surmise Rove is trying to save what little face he has left.

Hes leaving a year before the new election. Bush can't get reelected, he did his job. The only failures I have seen is that the Democrats failed to beat the Man twice. And looking at some of their "frontrunners" we will see it again.
