Call building maintenance?
Most tubs have a drain and ALSO an over-flow drain. Most people don't even realize the over flow drain is there. It's the exact same idea as on the sink...if the main drain is closed, water will drain through that little hole near the top of the basin.
If you have a lever to open and close the tub drain, it's probably behind the face plate for that lever (you'll see a slot or slots around the edges of the cover). Sometimes it's just a cover with slots. Either way, the plunger wont work unless BOTH of the drains are closed or covered with something. If you use the plunger on the main drain, the pressure will just escape from the over-flow drain. Sometimes you need two plungers.
Just call the maintenance guy - that's the easiest solution.

1.There must be something that is plugging your shower drain, stopping water from going down. Use a toilet plunger or similar to unclog the blockage.
2.Then pour a drain cleaner like Zep 10 minute Hair clog Remover or the likes. You can buy at a hardware store like Home Depot or even Walmart.
Make sure to read instructions as could be harmful if splashed anywhere else.

Never fails method. Get a water hose, connect it to an outside faucet, run it through a window or get into the bathroom somehow,place the business end over or in the drain,wrap a towel tightly around the end, have someone turn the water on. This should generate enough water pressure to force out anything that is clogging. Hold down with as much force as possible. Have never had it fail.

Something is stuck in the pipeline. You really need to call a plumber and let them fix it once and for all for you.
Always use a hair trap over the drain to catch hair. You can buy them at hardware stores, places such as Home Depot, and some supermarkets.
Don't panic, it happens to us all at one time or another.

If I was your neighbor, I'd come over with my snake. A snake is a long flexible wire that is used to remove blockages from drains. You basically put the snake in the hole and work it in and out, back and forth, until the obstruction is cleared. Then you pull the snake out of the hole, wipe it off, and put it away.
I'd expect a free dinner and other entertainment afterwards.

You should try some drain unclogger stuff. Like Drano~ Here are some sites to help you out. Maybe take a metal hanger and undo it so you have a straight piece and try to put it in the drain to work what ever is plugging it out?
