There are many variations of MPEG
MPEG-1 (used by VCDs)
MPEG-2 (used by DVDs and HDTV depending on profile/level used)
MPEG-4, part 2 ; usually lower bit rate than MPEG-2; used as a basis for Divx
MPEG-4, part 10, or H.264, or AVC; the latest version of MPEG used in HD DVD or Blu ray, iTunes videos, and other applications

MPEG is a commonly used format but it has different types. MPEG-1 is used for VCDs and for some computer games for the intro video sequences (the Sega Dreamcast uses a variation of it called Sofdec). MPEG-2 is used for DVDs and standard definition digital TV and also Super VCD which is hardly ever used. MPEG-3 is simply just MP3 music which is now very common. MPEG-4 is used in some films and videos that you download and in HD TV.

The ONLY difference between MP3 and MP4 is that MP4 has video AND audio while MP3 is just audio.
