Everyone says they really carry no disease because all they do is suck cow blood and drink water, and they really don't bite. Is this true?
(I know someone who's wanting to get one, NO, NOT me!!!!)

That's what I've been telling him too, especially about the rabies thing.

I would agree with the consensus that it's not a good idea. You can, however, suggest to your friend to build/get a bat house for outdoors. They can eat about 100 mosquitoes an hour, so they would be handy to have around, and bat houses have become fairly popular. (Do a search for bat houses on the internet.)

No...bats make horrible pets, and will die easily in captivity. Bats are wild animals and it is illegal in most places to have them as pets. Many species are in decline and endangered and protected by law. All bats can and will bite if handled. They do not "attack" people..but will protect themselves if grabbed or touched if they feel threatened. All bats have the potential to carry rabies and there is not way to test a bat for it unless it is dead. They are not the most common carriers, but it is still a possibility. Exactly where does your friend think they will keep the bat, what will they feed it..where will they obtain the bat, who will they contact for license and permits IF it is even legal where they live (which I doubt). Also, if they do not even know the info you just asked..they are in NO way suited to own a wild animal as a pet. Does your friend even know there are NO vampire bats in the USA.? Tell your friend if they really care about bats it is better to put their efforts into saving them in the wild so that they can exist on the earth, rather than confining one to a cage to die. They can put up some bat boxes around their house to attract bats..or if they can even handle it..tell them to adopt a domesticated animal that they might have some clue about raising.

They can carry rabies ! They do not make a good pet, and in many states would be illegal to keep. These animals sleep during the day. And yes, they DO bite. They are wild animals and cannot be tamed.
