You will have to drill a hole in the middle of the broken bolt big enough for the easy out tip to go in.

The easy out have a left thread to grip into the walls of that hole, tightening itself to the broken bolt at the same time you are unscrewing the broken part.

After you get the starter out of the way, apply several coating of penetrating fluid to the hole and broken bolt. If you can, spray some into the top of the threaded hole but a lot of times you can't access the top to get the fluid inside. I would be sure to be comfortable with this procedure before you attempt it as if you break off or really bugger the hole, you will need a new block. The first thing to know is use as big of an easy out as you can as they are stronger than the smaller ones. If these things snap off and you can't wiggle them out you will be in bigger trouble than you are already. What you have to do is center punch the broken bolt off being very careful to get the punch mark in the center of the bolt. Next you have to drill through the at a ninety degree angle and once you get all the way through, spray more penetrating fluid up inside. Now keep drilling out the hole until you get to the desired diameter for the biggest easy out you can use with out damaging the threadhole. Tap or thread the easy out into the hole you made until it feels solid or catches the bolt and it starts to turn out. Don't force to much as you do not want to break the easy out. Once the broken bolt starts to move it should come out pretty easy. If it doesn't start to move and you feel it is going to break, stop and remove the easy out. Try some heat application to the bolt area and apply more penetrating fluid and try again. Good luck.

drill the hole in the center of the broken bolt. the easy-out will grab the INSIDE of the hole you drilled to help extract the broke or snapped bolt. it is designed like a reverse drill bit, it will dig till it has a solid bite and remove the broke bolt

The "easy out" has reverse threads on it. After you drill the hole all the way through the broken bolt, you thread the easyout in by turning it counter clockwise. Once it tightens, it should turn the broken piece out the same way.
