It depends. Is he renting a room in your house or apartment? Are you the landlord or property owner? Or are you simply a neighbor and fellow tenant?

There are several ways, by law if he is not abiding by rules you can give him a 30 day notice.
If he has not paid the rent, or if you have a claus in the agreement that if he violates this rule it's immediate eviction.

do a little work on his place and then raise the rent... a LOT....
