It is illegal. It falls in the Inchoate offense And the correct charge, based on your question, is "criminal solicitation".
Solicitation is a person inciting, counseling, advising, urging, or commanding another to commit a crime.

If you know that the funds are intended for illegal activities, then that will make you an accessory to the fact.
With the way people are so concerned with the safety of everything today, why would you want to do something that will jeopardize your freedom?
Think about it before its to late, can you trust that this person will not roll over on you when he/she is thrown in jail and needs to cut a deal to get a lighter sentence?

Um, no. Not in Pennsylvania or any other state. It's called conspiracy and whatever happens, you become just as liable. For example, you give someone money so they can rent a car and rob a bank. During the commission of the robbery, someone gets shot and killed. As a particpant in the planning and execution of the robbery, you become liable for the murder, as well. Your defense? You only participated in the robbery, not murder. Well, the law says whatever happened during the commission of the robbery was foreseeable by you and therefore you are as responsible as if you had pulled the trigger.
Whatever your plan may be, forget about it.

It is never legal to engage another in an illegal enterprise. We call it conspiracy and you will face stiffer penalties and more in fines and jail time than the person that committed the crime.

definitely not. in most states that would result in a conspiracy charge. although you may not have committed the crime you obviously knew about it, and "funded" it in some sort of way.
