I really dont suggest you do this, The fish would probibly be stunted and diseased. It would be possible in a 30 gallon, But not any smaller.

but don't do daily waterchanges
get a spongefilter, that way they can't get caught in the filter
Don't overfeed them, that way just do a partial waterchange of 25% once a week that should do it
Live plants are great too, because they can hide out in them and provide extra oxygen

It's possible, but not at all recommended. You'll probably end up with a lot of dead fish. Especially if one of them get's sick.
