I don't know how it's termed but the "white cement" that are around or rather that held the tiles are slowly being removed. I tried filling them up again with white cement but they come off again after some time. The tiles still look new. Any suggestions?

Remove the grout around it first then reseal it. There is a little tool that has teeth on it about two rows of teeth that is attached to a handle. The tool is made to remove the grout around a tile. Remove the old grout around the tile and fill it in with new grout. After you've filled the gaps back in with new grout, use a moist sponge to smooth the grout out. You might use a paper towel to remove some of the excess on the tile. It may take a few repeats with the sponge to make it look really good.

Give the new grout about a day or so to dry. Then seal the grout with a sealer. If you don't seal it, it will keep slowly being removed as you were stating. It probably would be a good idea to reseal the rest of your tile. Tile needs to be re-sealed about once every 3-5 years or so. Just go to the tiling section and they should have the grout removal tool. Lowe's carries a spray can form of sealer. That makes sealing tile very easy.

There's a rubber padded tool to help put the grout in. But for a small application you should be able to get by without it.

The brand Snuggle seems to work better than some others at taking off wall paper/glue.

its called grout and you will have to cut all of it out and regrout it.
