How to create a hosting website like rapidshare, megaupload etc...?

I already know how to create a website using XHTML and CSS... but I want to know how to create a hosting website where people could host their documents, their musics and videos.... Any information concerning this subject would be very appreciated...

Hosting is not the problem it is the size of the servers it will require to store and host the documents, movies and pictures for your clients. I'm quessing it will run somewhere in the 5 digit area just to get started.
