I'm moving and getting cable set up today, am I required to have my PC there or can it get turned on without the guy accessing my PC??

You should be able to get it turned on without anyone accessing your PC.
I never let anyone do anything like that. I tell them that if they turn it on then I can set it up myself.
As long as you have the cable modem and know how to hook it up and set it up yourself then you shouldn't need your PC there. There should be no reason they need to access your PC.
But if you've paid them extra for installation then you will be wasting your money. They'll still charge you installation fees whether they hook it up or YOU hook it up...
But I've never dealt with Time Warner though.... so I'm not 100% sure how they work.

The field tech has equipment to use to check that the connection is there without needing to access your computer. It helps to have it on, but isn't absolutely required.
