The simplest way (without the need of other software) is:
(1) Login to the computer using another account. This account can also be created as a new admin account.
(2) Right click on 'My Computer'
(3) Click 'Manage'
(4) Click 'Local Users and Groups'
(5) Open the 'Users' folder
(6) Right click on the desired user and click 'set password'
* This will reset the password on the account.

NO, passwords are encrypted.

The administrator account on the computer can, of course, unlock the account. The IT department most likely set this admin account password. Call the IT dept and ask them to unlock the account.

But you can spend a lot of time on it. Other option if you have access to computer console. Then it's much easier. But again techniques depends on what platform is used on given computer. Is it windows password or UNIX?

Techniques are differ - there is no one recipe for all cases.
