I think you mean scaevola, (common name fanflower). It's a cascading plant with blue (sometimes purple or white flowers) that looks great in pots or hanging baskets.

In the wild it's grown in sandy locations or beach environments and is a perennial in zone 10, but is grown as an annual in most of the United States. It's a great plant for hot, dry weather.
