You really need to shave that list.....explain to people you can't afford it this year...they'll understand,,,or do the list thing and everyone picks one name to buy for..

I've got a couple of ideas. How about buying everyone $15 gas gifts?
Or, start saving $20 a week each from July on...by the time December rolls around, you guys should have a good chunk of change to spend on your Christmas gifts.

go to a dollar store and buy the presents and start buying after christmas when all is on sale and recycle gifts to a different person rather give it to the original person who gave it to you.
That is what I do or I buy gift cards. Draw a name of people whoever you get you have a certain amount of money you can spend on them.
That is what my family does since there is 18 of us and we pick a name and we have a $25 us dollar limit.

Start making wine right now from a kit and the wine kit stores that do it all for you. It will make great gifts for adults and gives you something to serve when people are over. You can say, bring a snack and I'll provide the wine (and you'll look fabulous for that!) If you can't afford the expensive wine, you can get a cheaper one to have around the house that you can make sangrias out of.
What you should start doing is hitting up sales at discount stores that have name brands for cheaper prices. here in Canada, you can hit up "Winners" and get great clothes, gifts, toys, etc. for 50% less than department stores. At the end of season, they have clearance sales that are 80% off THEIR prices. So, look around for those stores and get things on sale. It takes patience, but I find it fun and I get a high from finding designer purses and things for soo cheap.
Making baskets with small, useful things is really good. Like little camping supplies for people who love the outdoors.
I've given pictures of the family in frames to many people and I think it's their favorite thing.... especially the older people. My bf does photography as a hobby and took some great pictures at the park of me, my sister and my puppy. we gave it to my grandmother a few years ago, and she still thanks me for it, and shows it to all her guests! If you don't have a camera, borrow one from a friend and go crazy!
You could also make calenders with family/friend pictures that are appropriate for each month.
I usually bake cookies and get Christmas tins to put them in to give away. It's thoughtful and is fun for you to do to get you in the spirit of Christmas.

Just don't give gifts. Give a card or a letter with something real and heart felt written inside. Most gifts are quickly forgotten anyway. Tell them the reason you are not giving gifts this year, and offer to spend a day with them doing something you both enjoy.

Maybe instead of trying to buy all of it at one time, buy a little here and there several months before Christmas, and just put it away. Hit the clearance racks!
Which I know it may be hard to do, but my Mother finds alot of great deals after the holidays, it's just the putting them away and saving them until next Christmas the hardest.

23 people that is a lot of presents to buy.
I would suggest you tell the people that you can't buy gifts because your money is tight and just send a card or have a x-mas party at your house to celebrate.

Trust me it is easier and also you can set a limit in the amount people can spend on each other.

why not suggest that this year you all do one person gift exchange...kind of like a secret santa. You all buy a gift for just one person, ect. ect. My family and I did this last year and it relieved sooo much stress from us financially.
