There is a guy in Pastoria City (the one with the water gym) that lets you re-teach Pokemon moves in exchange for a heart scale. He is in the house closest to the lake.
You get Heart Scales through the following steps:
1. Use your adventure kit. You got that in the same town you got your bike. I think you have to have the kit to get a bike, but if not, talk to the old man in a house just to the north and east of the bike shop. The kit is in your key item pocket and has infinite uses.
2. If you went through the adventure kit tutorial you should know how to mine walls. Just use the upper map to find the area golden specks are in, and then tap the touch screen to find exactly where they are. Just talk to the shinny wall spots to start digging.
3. Heart scales are a 2x2 sized treasure that randomly appears in the walls. It may take a while, but dig enough walls and you will find some.
4. After you have found a Heart Scale, remember to transfer it to your bag. Open the underground menu, and click on treasures. Once you see the treasure list, click on the Heart scales and the game will offer to transfer the scale to your bag, when you say yes the scales will appear in your inventory.
One heart scale allows you to remember one move. You remember moves exactly like you would on a level-up; you can replace moves already known. However, you cannot forget moves from a HM; you need to go to town with the steel gym to and the use the move deleter to get rid of the HM move first.
I believe the move tutor take all your scales out of inventory when you talk to him and holds them until you use them. I've never had more than one scale in inventory to check it. I do know that if you abort learning a new move after handing over a scale he keeps the scale, but won't ask for a new one until you have remembered a move.

I'd lose growl. Off course I've also never actually played the game either. I do however think that it is a wonderful idea to learn peck no matter what the cost.
