The outline is supposed to help you organize the ideas that you want to put into your paper. If it helps you, take out a piece of paper and make a physical outline. Try setting it up like this:
-The main statement you want to prove/investigate... state here what your final conclusion will be
.. Reason #1 why this was your final conclusion (could be failed research)
.. Reason #2
.. Reason #3
Use this first bullet to craft your thesis statement (the first paragraph of your paper).
-Background information about the topic
.. Exigence of research
.. 2+ prior studies that you read
Your next 3 bullets should list the details of the 3 reasons you listed above.
Your last bullet should have some type of conclusion statement... it shouldn't introduce any new information.

Logically speaking...
once someone becomes physically disabled due to the results of obesity, they qualify for welfare (or other government handouts).
So what if some guy is like 300 pounds, and only 75 pounds away from meeting the criteria for a steady paycheck.
That guy will have to make a choice,
however, if the guy is only 7 pounds away... its no longer about choice--its about a failed government system which promotoes health crisises indirectly by violating principles of economic theory.
