Actually, submarines have ballast tanks that hold seawater. This is released to allow the submarine to surface, and water is taken on to allow it to submerge. There are also additional tanks that hold fresh water for consumption.

The ballast tanks are located outside the pressure hull. sort of saddled over the outside, there are several of them along the sides so they can be filled/emptied in different sequence to keep the boat balanced and also to help in diving or surfacing to get her to the proper up or down angle.
And yes, submariners call their vessels "boats"

having been in & out of the smelly area many times, a sub is a tube within a tube. the entire area between the tubes is for ballast. and man does it smell bad after a couple of weeks down and then surfacing for a couple of days. were you speaking of ballast water? there is a complex fresh water system on the inside also.

ballast tanks are located along the outside of the pressure hull. They run along the lower portion of the boat from fore to aft (front to back) to dive, they draw water into the tanks to achieve negative buoyancy and sink, to surface, they blow compressed air into the tanks to force the water out and regain buoyancy to surface.
