It is a protective device. It is because of the accumulation of keratin on the epidermis. Keratin is a protein.

It protects them from predators who may not be deterred merely by their ornery attitude alone. It's made of skin. Many animals have either harder skin that protects the animal from predators (such as tapirs) or may have a lot of fat to protect them from injuries to the muscle (elephant seal males use this strategy to protect their necks from bites from other male elephant seals).
