While the meaning (and whether or not one exists) is debated, but a Richard Lederer, who has a Ph.D in English and Linguistics, believes that it means "atoning for educatability through delicate beauty." Read the below bit, and also, check out the link!

You mean the word from Mary Poppins? It has no meaning, it was a nonsense word, even in the movie.
