If a stamp is unfranked does it mean it is usable
or does it mean it has been used?

I believe you are mixing two terms. "Franked" is the term used for a category of free mail. Franked mail does not require a stamp.

Some government and commercial envelopes are printed with the message 'Postage not Required'. Others for smaller entities are stamped, like a rubber date stamp, that normally contains a serial or transaction number. This is not a collectible unless it has some unusual or historical characteristic.

Franking is the marking of mail by a company
The best stamps are those which are un-franked, followed by those which are lightly franked.

that's not substantial to me because of the fact I pay attention toi the artists paintings yet i don't care what they think of roughly different thinks. case in point youthful C is a large help of Obama that doesn't nessicaraly recommend i'm a supporter of Obama.
