And why could just be dialogue was clever, characters were well defined etc etc

The British "The Office" is VERY funny, but you have to remember that it's British humor. And don't confuse it with the American version. The British one came first!!

Anything on the Spanish channels like Univision. They have the absolute WORST comedies ever... Thick glasses or school child uniforms are a must, and laughter can only come from a laugh track, they are terrible.

I don't know if this was low budget or not (I think so but not sure), but I used to LOVE The Nanny with Fran Drescher & Charles Shaughnessy.
