a relailer is allowed to have an item on sale without showing a price, but it is generally considered bad practice.
the retailer is displaying the item as a 'treat to buy' - ie you have to ask him the price, and even if you have the amount he wants for it and want to buy it, he does not have to sell you that item.

The (Singapore) Price Control Act (based on UK laws since we were once a British colony) para 8 states:

8. The Price Controller may by order published in the Gazette from time to time require any person who sells by retail any goods or class of goods specified in the order to exhibit clearly and conspicuously in such manner as may be prescribed the price demanded by him for the sale of those goods and any person failing to comply with any such order shall be guilty of an offence.

However not everything must display a price tag. Some items are tagged POA meaning Price on Application. The 2nd link is a good example of a website selling goods with no price list stated.
