Well, I know it referred to breasts at least as far back as the 30s. There was an old song, "Hold them puppies" where this was the meaning

But recently, it seems to me that a lot of people are using this non-sexually...just to mean "things." I don't know if there's a "country" feeling to it or not, but it seems that way. For instance, somebody might say, "You take a whole mess of peeled potatoes, and you put them puppies in hot oil..." or something like that. I don't think the feeling is condescending, just "down home."

Look at the last entry here, for instance:

I think the topic is jars of marmalade.

I have heard the word 'puppies' in reference to feet and breasts. I don't think it's slang for anything; I think someone just made that up somewhere in the grand scheme of things. "Check out these puppies" is in reference to some girl who wants her breasts to be visibly noticed, or she's just overly proud of them and wants people to look. "I need to get off these puppies" is in reference to the way some people's feet feel after being on them for long periods of time without a break. Nobody ever claimed that the American language was always easy to understand, but it works for us!

It isn't something you'd say to a girl as a compliment. I'd say less condescending than saying hooters or funbags but still only something a guy would say to another guy.

See http://www.urbandictionary.com/define.php?term=puppies

I think definition 3 (not 2=breasts) is the one you are seeking
