Sometimes, if you simply open up a window, then maximize the screen using the arrows by dragging the box to the correct size, then clicking File >> Exit - windows "should" remember your settings for the next time you open it.

But always remember - Microsoft doesnt always do what its supposed to :p

Another issue is with the developer of certain pages on certain sites don't pay any attention when they make the page size and it requires you to scroll to the right to get the whole page on the screen.
Many of the good sites will use a software that will fit the page to the screen and then they will test there work on several of the major Browsers to make sure they look right.
If the developer didn't test his work on different browsers they will show up differently.
My quess is this is what you are experiencing.

Firstly .. Get firefox..

http://www.mozilla-europe.org/en/products/firefox/

this is a much better browser than internet explorer. Firefox prevents spyware, trojans and viruses from getting in your computer.

Once you have firefox installed and running, go to tools -> options-> click the content icon on top.. then click the advanced button next to enable javascript.. and uncheck move or resize window..

Now onwards, you will have a secure and non annoying online experience thanks to firefox.
