Tarlac itself is not a toursm hot spot. It is most famous for Hacienda Luisita, a vast sugarcane plantation. But most recently, the plantation has been eclipsed in popularity by the shopping mall at its doorsteps, and right on the highway. It has now become the most frequented food stop in Tarlac among travelers going further north, mainly because of the restaurant/fastfood options like Pancake, Max's, McDonalds, Jollibee, Pizza Hut, Starbucks, etc.

Going back to the question, I could not, by any stretch, describe the Luisita Mall and the restaurants as "beautiful" in the same wat that beautiful is used to describe real tourist spots. The plantation, maybe.
