You should be filling it to the full mark. It is either burning the oil or leaking it out.

The oil level is changing and that means it is either leaking out or burning off.

First you need to determine which one it is. Usually physical leaks are easier to fix! Do you leave oil stains when you park it?

If no oil stains, then you are likely burning it. Check your tailpipe... Does it have a lot of black residue? Do you see clouds of blue smoke when you start the car after it's been sitting a while? Does it smoke continuously as you drive? Most likely for the amount of oil you are talking about you'd see a little blue/black cloud when you first start the car. This is a sign that oil has leaked to the combustion side.

There are many causes for oil burning with the most likely two being worn piston rings and worn valves. There are other causes (leaky PCV valve -- cheap enough to just swap out to eliminate as a cause, cracked block, etc.)

Hope you figure it out!
