It is a fact! But let me clarify that by adding it is true only in certain types of crimes. Here's what I found to support my answer.

"Numerous studies document that criminal activity is positively related to unemployment and negatively related to educational attainment levels within given communities. We study this phenomenon in the context of a search-equilibrium model, in which agents choose between formal employment and pursuing crime-related activities (theft). Prior to their "occupational choices," agents undertake costly schooling, raising their productivity. Crime acts, in essence, as a tax on human capital by affecting the probability that a worker's earnings (possessions) are subsequently appropriated. There are multiple equilibria. High crime, low levels of educational attainment, long spells of unemployment, and poverty are correlated across them."

FACT: Crime is directly related to poverty. A number of studies shows that criminals are predominantly from the lower income stratum.

FALLACY: Poverty leads to a life of crime. Therefore, not all poor people will be criminals. And not all criminals are poor people.

Crime is directly related to Poverty = Fallacy.

But most of the crime are commited due to poverty... sometimes greed like burglary, kidnapping, holdups, robbery.
There is also crime of passion which is commited by both the rich and the poor.
The crime of rape can also be commited by both social class.

Fact! Crime and poverty are interrelated to each other.

There will be no crime if no poverty and no poverty when there is no crime.

Let’s take the case of corruption. If there is no corruption –greed, which refers to self interest of the corruptor- there will be no poverty since everything will be shared as per the entitlement of the people. If everything is shared equally, people won't do something against the law in order to survive as the basic needs are well distributed.

Crime can work both ways. Its not always a poor person committing a crime. What about Arson? Homicide? I'd say Fancy because its not entirely true.

Fact (in most cases). Poverty I argue is the primary motivator for petty crime, which sometimes graduates to worse offenses.

Genetic predisposition is true in a few cases. This is usually the case for executives like the Enron CEO who plundered others while he already had amassed massive wealth.

It is a "statistical fact". Crime is not endemic to the poor, but the desperate poor are more vulnerable to committing crime.

The poor are also generally deprived of better education, if at all. Lack of education again increases the probability to commit misdemeanors.
