I hear Caligula (Roman Emperor) may have been the all time worst as an insane megalomaniac.

Hitler if you are going by body counts.

George Bush, because he attack countries like Iraq when we have Al Qaeda to worry about, beside Iran and North Korea with their nuclear ambitions are something more to have been worried about than Iraq was. Sure Sodom and Gomarrah Hussain deserved execution for everyone innocent he slaughtered, but you don't jump into another war till at least you finish the most important and crucial ones, especially if you can just take out the leadership and not ruin a country and not make it worse. Also for appointing partying frat buddies that know nothing of running broken countries to run it & fix it but end up making it worse instead. Besides that, it might help that George Bush learn to tie his shoes at least first, before he sends our soldiers to die for his oil stock option profits that he will get when he leaves office in 2009, which I might add none of the soldiers who were wounded or died or their families will see any of the bushes' family's profits or cheney's or rumsfeld's for that matter, not one cent. Which besides sticking up for Osama Bin Laden's family, he has more than proven he has had one of the most corrupt cabinets besides his own position, since nixon and warren g. harding who died of a heart attack his cabinet was so corrupt. Except for being corrupt, george bush can't do anything right. Aside from being incompetent with everything else he does when he's not being corrupt, I guess you can easily put george bush in some of the same categories as osama bin laden, stalin, hitler, caligula, nero, pol pot, john wayne gacy, ted bundy, etc.

China's incompetent dictator, Chiang Kai-shek, gets my vote as the most incompetent ruler in history. He let his people suffer greatly at the hands of the Japanese since he only really cared about holding onto power at any cost.

George W. Bush. Why? Oh where to start, where to start.... Fiscally irresponsible, the most corrupt administration in the history of the USA, trashed his country's reputation, most irresponsible use of his country's armed forces in history. I'm sorry, I can't go on anymore...it would take forever. But let me say that I think he is more incompetent than Napolean Bonepart, more incompetent than King Charles XII of Sweden (who was insane), more incompetent than Quisling, I simply cannot think of anyone in history more incompetent than he!

Do a web search on the English king Ethelred the Unready. They didn't call him that for nothing. Also, I'd put Geo W Bush high on the list.
