I don't think there is a defining line. You can have commitment without love. I don't know that you can have true love without commitment, though.

if you love someone there should be no line between it and commitment. But make sure in your heart that you are 100 % sure you love that person enough to commit or it will cost you

As far as I'm concerned you can't have a relationship kind of love without commitment. Otherwise you just like them a great deal.
