Yeah- it depends on how much light you are surrounded by -- Northeastern- but generally anywhere UP --
As a rule, meteor showers are best viewed under clear, dark skies, from about one to three hours after midnight, local time.
the Perseid meteor shower peaks on Aug 13th – The shower activity can be seen through-out the sky, but the comet’s tail- which is creating the shower, is moving thru the Constellation Cassiopeia (the “w” shape) North, North-East.
Locate the Big Dipper which is high in the North West & look to your left moving towards a “W” constellation located in the Milky Way.
Lunar eclipse occurs the morning of August 28.
The West Coast will see the eclipse in its entirety and high in the sky, well placed for observing about 1am on the 28th
Hawaii, the eclipse occurs near local midnight August 27/28.
Midwest will see totality in a gradually brightening sky roughly 2am on the 28th
East Coast eclipse begins at 3:54 a.m. Eastern Daylight Time on the 28th

From East Coast of North Carolina:
30 Meteors seen in one period = 40 Minutes.
Direction of travel from North and Northwest traveling to East and South. Not all coming from same place in sky.
Place your head looking straight up and keep eyes trying for max view, you will see them

poor me. :( stupid sky over NY is so cloudy. I read that they can be seen all across the sky, but because of the path of Swift-Tuttle's orbit, Perseids are mostly visible on the northern hemisphere.

yu have to get away from the light pollution, and just look around. in the northeastern (i believe) sky, yu can spot mars even.
