Up until 2002, Steve Burns was the host of the show.
Joe (Donovan Patton):
Joe is Steve's younger brother. He was phased in as the new host in 2002, with a number of shows featuring both Joe and Steve (sometimes only Steve's voice).
The dog (Blue) is just a paper cut out although they pretend it is a girl , but in reality ( not TV) the dog is a piece of paper

Do you mean Steve Burns, the host up to 2002? He's not. In fact, he's an Indie rocker with a penchant for pounding a bass guitar. The second link below is an eye opener for anyone who thought Steve Burns was pigeonholed to Nickelodeon for life.
As for Blue, he's got a girlfriend, but for me the jury's still out.

Blue (the dog) is a Girl. Joe is pretty fruity. Steve was even fruitier, but I loved him. =}
