This isn't a verb as you request, but the word "judgmental" is an adjective that comes close to meaning what you require. It doesn't necessarily connote quickness of judgment, but a judgemental person is perhaps unfair in his judgement. The person judges too much, and for reasons that are personal.

When I used to umpire baseball games, an umpire who made a call too soon was said to be "jumping the gun". It means deciding before he knows if he is right or not. We called umpires like that "quick draws". It was very insulting to be called that.

assume is one, being critical toward someone, harsh, unknowingly or uninformed. Look up the word JUDGE and it's associated words. Actually I think HARSHLY , to judge a person harshly. Not positive. good luck.
