I am not sure I understand the question.

You can open an account with any number of companies for phone service ... land line, cell phone, voice over internet

They send you a monthly bill. You pay the bill or lose the phone service.

Some companies offer alternative ways of paying your bills, finding out what your bills are.

If any company says you can pay your phone bill by electronic funds then one of two things is happening, either they are the mafia and you are a sucker, or you are a humongous company already involved in electronic funds transfers and would not need to be asking about it here.

My employer does electronic funds transfers, typically with other large companies in other cities. Public Utility bills paid to nearby places are typically not done by EFT.
