I have a Suzuki Intruder 1500 with no low beam lights, I changed the bulb, did not make a difference, and as far as the fuse I was told that it runs both high and low beams. So my next guess would be maybe the switch is bad?.

Since the bulb is known to be good (you can see the dual filaments inside of it and see whether they are intact or not), and the circuit is intact (with a good fuse), you can safely surmise that the problem lies with the switch. If you have a multitester around, you can test the switch and it's circuit.

Find the plug end leading to the lamp. Now locate the terminal ends on the plug (there should be at least three). Switch the multitester to check for continuity (with the bikes's ignition and power off) and go through the lamp switch positions for hi and low beam with the black tester lead on the ground wire and the red lead alternating on both power wires. The needle or display on the multitester should give a reading for the hibeams but nothing for the lowbeam circuit. Alternately, you can run a voltage test with the bike's battery power on. Switch the multitester to voltage and follow the above steps keeping in mind that the ground for the lamp may be the bike frame so you should take the black tester lead and place it there. Check the service manual for this if uncertain.

You now should know that the problem is for sure with the switch unit. Either take it to a shop for exact replacement or, if you're crafty, take the unit apart to check for bad, dirty, burnt out contacts, short circuits, etc., and make a repair yourself.

Yea, I would check the handlebar switch.
Power goes into the switch.
The switch sends the power to either the high or low beam.
With a test light, check for power at the switch's connector for the low beam.

If your high beams work you have power, so it could be in the ignition switch if it is the type that automatically turn the light on while running.
